Abstract

A human dignity initiative in Gujarat that helps nomadic and marginalized communities secure legal identity and access to government entitlements, enabling social inclusion and improved livelihoods.

Detailed Description

The Human Dignity Program by Vicharta Samuday Samarthan Manch (VSSM) addresses a critical but often overlooked issue faced by nomadic, semi-nomadic, and de-notified tribal communities in Gujarat—the lack of legal identity. Without essential documents such as Aadhaar cards, ration cards, or voter IDs, millions of individuals are excluded from government welfare schemes and basic rights, leaving them vulnerable to exploitation and social marginalization. With support from India Development Society (IDS), the program works to establish both citizenship and property rights for these communities. It facilitates access to key identity documents while also enabling beneficiaries to secure housing entitlements, sanitation facilities, and basic infrastructure support. Through this initiative, over 3.5 lakh individuals have been connected to essential services and government schemes. The program also eliminates the need for intermediaries who often exploit vulnerable communities by charging high fees for basic documentation. By providing direct support, the initiative ensures that individuals can access their rights without financial burden or dependency. The impact of the program is evident in communities like Bidaj village in Kheda district, where families struggled for years to obtain ration cards. Through VSSM’s intervention, government officials directly engaged with the community and distributed ration cards to dozens of families. Similarly, in the Jamnagar region, the organization facilitated dialogue between nomadic communities and local authorities, resulting in steps toward land allocation for housing and long-term settlement. By restoring legal identity and enabling access to essential rights, the program empowers marginalized communities to live with dignity, security, and independence, while fostering long-term social and economic inclusion.
